Business Leader of the Week: Phillips Infrastructure CEO Patrick McMullen sets new course

Knoxville, Tennessee-based Phillips Infrastructure Corporation, a national leader in critical infrastructure development, appointed Patrick McMullen as its Chief Executive Officer (CEO) in December.

Phillips has built a strong reputation over 75 years as a trusted provider of complex infrastructure work for major programs, serving clients such as the US Army Corps of Engineers, Walbridge, Southern Company, and American Electric Power.

Patrick McMullen joined Phillips in 1989 and has served in senior leadership positions, including Chief Financial Officer (CFO), President, and member of the Board of Directors, helping the venture develop an enterprise strategy, enhance financial discipline, and manage market diversification across all operating companies.

As CEO, Patrick McMullen will continue to guide enterprise alignment and long-term planning to support Phillips as it achieves USD 1 billion or more in annual revenue.

“This structure reflects how Phillips has been operating in recent years, focused, disciplined, and aligned. We’re continuing to strengthen the foundation that allows us to serve clients, empower our people, and deliver safely and profitably at scale,” Patrick McMullen said, upon his elevation as the company’s CEO.

Moreover, Gerry Arvidson has been named Chief Operating Officer (COO) of Phillips Infrastructure and President of Phillips Heavy. He is another infrastructure industry veteran, bringing nearly three decades of construction leadership experience to his new role, overseeing consistent execution, safety, and performance for all operating companies, while maintaining direct leadership of Phillips Heavy Civil.

Meet Patrick McMullen

Patrick McMullen attended the University of South Florida and received a Bachelor of Science degree in accounting, which provided him with analytical and financial training that would be necessary for leading companies with complex, project-based industries.

He started his professional career in the construction and environmental services industry, first at Avisco, an environmental construction firm, as Vice President of Operations, which gave him early operational leadership experience, along with exposure to project execution and organisational management in a challenging field.

Then at Phillips Infrastructure (formerly Phillips & Jordan), he served as Chief Financial Officer (CFO) and Executive Vice President of Finance and Administration, until he became part of the corporate planning and major project bids, integrating operational work with executive leadership over the course of many years.

Patrick McMullen was appointed President of Phillips in 2013 and later CEO of Phillips Infrastructure Corporation as a result of his long tenure and strategic contributions, formalising his leadership position throughout the company in 2025. In these roles, he has shaped the company’s development into a leader in integrated infrastructure by supervising enterprise alignment, financial discipline, and market diversification.
