Business Leader of the Week: Tom Troy set to lead The Mutual Group

United States-based insurance company The Mutual Group will see a leadership change in January 2026, as the industry veteran Tom Troy will become the venture’s CEO.

“We are excited to have Tom Troy join The Mutual Group and are confident that he will continue to build on the foundation our team has established to achieve our next phase of growth,” Chuck Chamness, chairman of The Mutual Group Board of Directors, said.

Tom Troy, who has more than three decades of experience in senior leadership roles, including Chief Transformation Officer at USAA, CEO and President of CSAA Insurance Group, Executive VP at Allstate and Liberty Mutual, will lead the company’s drive in fulfilling its strategic vision and expanding the platform.

Meet Tom Troy

Tom Troy, who holds a bachelor’s degree from the University of Washington and an MBA from Seattle University, has more than 30 years of experience in the insurance industry, as well as the CPCU designation, which is a well-regarded credential in the property-casualty industry. This educational background provided the foundation for a career marked by leadership, transformation, and strategic growth at several large insurance companies.

From senior leadership roles at Safeco, Liberty Mutual, and Allstate (where he served as multiple executive vice presidents), Tom Troy had broad experience in underwriting, product development, distribution, and large-scale operations, including a multi-billion-dollar portfolio of non-Allstate brands (such as Esurance and Encompass), which he managed at Allstate and earned a reputation for leading complex organisations through change in his early career.

His most high-profile leadership position was as president and CEO of CSAA Insurance Group, where he led the company back to profitability for four consecutive years, increased direct written premiums, and maintained high customer satisfaction scores.

Tom Troy was known to be a culture-first executive, and he would talk frequently about how inclusion, customer service, and fast-moving innovation were the keys to the company. The results at CSAA put him in the category of a transformational executive who could balance performance, modernisation, and cultural health.

In 2023, Tom Troy joined USAA as Chief Transformation Officer, where he spearheaded transformation efforts related to technology, operational processes, and organisational culture. He also focused on corporate development initiatives, leveraging insights from his previous turnaround success. His time at USAA reinforced his ability to guide large-scale organisational change while staying grounded in customer experience and service excellence.

As the new CEO of The Mutual Group, Tom Troy will guide the company through its next stage of strategic growth and development, as the board identified his extensive industry expertise, track record of leadership, and forward-looking approach as key factors in his selection.
